Trans Nzoia Speaker Race: Sifuna Eyes Comeback

The founding speaker of the county assembly of Trans Nzoia David Sifuna Kinisu is seeking to make a comeback at the legislative house that will be inaugurated this week.

Mr. Sifuna who is an advocate of the High Court specializing in land matters has set sights on revamping the legislative body which is a critical tool of devolution if he emerges victorious in the race that has attracted several contestants.

“I helped to set up the foundation of the current county assembly of Trans Nzoia in 2013 hence I have the expertise that is required in managing the affairs of the house,” Mr. Sifuna said in an interview in Kitale.

He said capacity building and empowering of the members of county assembly is top on his agenda since it will be key to ensuring that they discharge their duties effectively without any challenge.

“The first step will be to expose the MCAs to an instant training Programme that will equip them with the basic skills of legislation so that they can actively play their role of representation at the house,” he said.

Sifuna also said his other key agenda is establishing a good working relationship between the executive and the assembly to create a harmonious working environment that will be conducive for economic development.

“Good working relationship between the two arms of county government is key to the success of devolution as opposed to constant feuding. I am a good social engineer who knows how to foster good relationships” he said.

Kisaka who has a rich background in matters governance also holds a master’s degree in Governance in ethics (Mt. Kenya University) and another master’s degree in Public international law (university of London). He is also a certified public secretary (Institute of Certified Secretaries of Kenya (ICS).
